[Flex] Oh boy - it's NSF 17-1!

Hi All -

The new NSF proposal prep (and AWARD)  guide is out.  I've only just 
scanned the "significant changes" and I don't see anything major. The 
biggest thing seems to be that they changed the name of the guide 
itself, and therefore needed to change any reference to it throughout 
the document.

It looks as though this becomes effective 1/30/17.
