Just a friendly message/reminder from a contact at NSF regarding 
proposal submission times....

A heads up that we have been getting a number of notices about the 
automated compliance in FastLane restricting submissions after 5pm 
starting January 25 as noted in the newest GPG.  Please convey to our 
PIs that this is local time based on the location of the SPO, so 5pm EST 
for WHOI.
