Hi Shirley -

I have /*not*/ had them returned yet saying not to include WHOI people.  
I think that AGES ago the GPG used to say not to include people from 
one's home institution, but it doesn't explicitly say this anymore, 
though it does say they are obviously in conflict. My reasoning /for/ 
including them is this: how does the "reviewer-picker" know that a 
co-author is from WHOI unless I list them and label them as such? - 
unless the"reviewer-picker" is really knowledgeable.

I figure each NSF program manager (Bio Oce, Chem Oce, PO, etc) will want 
things a bit different - just like ours still likes to see the WHOI 
budget in Supp Docs.  I think we'll still do our Bios the way we have 
been doing them, but when we send a bio to PO for inclusion in a 
proposal, we are probably going to need reminding to strip out the WHOI 
collaborators.
