[Flex] NSF's Complaint: Subaward Agreement Letter

Hi Flex -

Hadn't seen this before so I thought I would share.

When there is a subaward on an NSF proposal, we have generally included 
the subaward agreement letter in the Supplementary Documents.
On a recently submitted IOS proposal, NSF wrote to the PI and asked that 
we remove the letter, as "It is unnecessary as the subaward is fully 
documented in the budget."

So there you have it, never submit anything you don't need to.
