[Flex] Question about Revised Proposal,Budget Module in fastlane

Good morning,

I'm doing one of these where whoi was the lead with one collaborator in 
the original fastlane submission.  It looks to me that at this point 
each collaborator goes into fastlane, chooses their proposal submission, 
changes their own budget and provides their own budget impact 
statement.  Is this correct?

There is not a lot a lot of instruction, and while in the module I only 
see whoi's budget, thus the assumption.
