Thought I would pass this along - looks like research.gov is having some 
troubles.  Please see email between Kandy and I below.

The preview copy of the report that I saved at the time of submission 
looked great.

Hi Kandace,

We're still getting comfortable with research.gov at whoi as well.  I 
did this submission for Chip Breier.  I'm attaching a copy of the report 
that I previewed before submitting.  I'm also attaching a blank WORD 
template that I provided to Chip.

Our procedure was:
Chip completed the template on a Mac and emailed the file to me
I used the file to copy and paste to research.gov.
I have a PC w/ Windows 7 operating system
Browser is Firefox 23.0.1

Please let me know if I can do anything to help.  We want to have this 
work smoothly too.

    We are having a bit of trouble with some of the reports submitted in
    research.gov <http://research.gov> unfortunately your is one of
    them. What we see on our end is a bunch of special characters
    instead of text. Can you go into research.gov <http://research.gov>
    preview the report and save a copy of what you see and email it to
    me please. Also can you tell me are you submitting it on a PC or Mac
    and what web browser are you using? What word processing program are
    you using to write your report? Are you cutting and pasting it in to
    the boxes? It may help the figure out what the problem is.
