[Flex] NSF Prop rejected due to excessive budget

Hi All -

We had a learning experience yesterday.  An NSF proposal on which we 
were a collaborator did not even make it out of administrative review 
and was declined because the overall budget exceeded the limit listed in 
the call.  You may be saying "Duh...", and it makes complete sense.  I 
mention it only because we didn't pay close enough attention to that 
aspect of the call since /we //were not expecting a hard limit to be 
given/.  We have seen statements in the calls such as "we have 15 
million dollars and expect to make 8 awards"; however, we have never 
seen a strict dollar limit given by NSF before.   Maybe you have, and 
this is old news, but I just thought I'd mention it.  While it is the 
lead's responsibility to monitor this, we are kicking ourselves a bit 
that we didn't read the call more closely and raise a red flag earlier. 
However, we can't remember if the lead's budget and other collaborator 
budgets were entered early enough for us to even question the total 
bottom line.

Anyway, just another bit of info to tuck away.
