[Flex] problem - whoi subaward in industry fastlane proposal

Hi, I need some help.  I'm trying to do a subaward to be included in 
fastlane, and I haven't done this in forever.

I instructed the lead to add my pi as senior personnel, and then to go 
to the budget section and add whoi and choose my pi when asked. They did 
this.  I don't have access to the proposal to add our info.

If you know, please let me know - what step I am missing?

or, is the only choice we have to send all of our pieces to the lead and 
have them enter???
