[Flex] Fwd: NSF Report System Change

hi all:  just tried to upload an annual report into research.gov. got 
past a few screens and it dumped me back into Fastlane format -- 
certainly does not match the printout on the research.gov instruction 
sheet -- has anyone else had this occur??
