[Flex] New Fastlane compliance checking

Hi All -

A note from Fastlane:

Beginning March 15, 2013, Fastlane will begin compliance-checking 
required proposal components.

Fastlane will *NOT* accept the proposal if any of the following 
components is not present:
. Cover Sheet
. Project Summary
. Project Description
. References Cited
. Biographical Sketch(es)
. Budget and Budget Justification
. Current and Pending Support
. Facilities, Equipment & Other Resources
. Supplementary Documentation
     o Data Management Plan
     o Postdoctoral Mentoring Plan (where applicable)

/*What this means*/: NSF is making Fastlane work better with 
Grants.gov.  If, for whatever reason, you do not upload a section listed 
above, you MUST upload a page that says that is so. For example, if you 
do not need a References section because the proposal has no references, 
you will need to upload a page that says "No references uploaded".
