[Flex] New item re: NSF Annual & Final reports

Something we found out today on the /Reporting/ side of Fastlane.  Makes 
last-minute reports even harder...

Hi All -

In the past when I would add a GRA or Postdoc into the participants area 
of a report in Fastlane, and indicate that they have been working on the 
project for more than 160 hours, I would be given the opportunity to 
fill in the demographic information for the participant. Now the system 
requires that the participants (not even
the PIs) are the only ones that can fill in this information. The 
Fastlane system will send the GRA or Postdoc a pin to login and answer 
the demographic questions.

The report can not be submitted until the demographic info has been entered.
