[Flex] Question about proposal file update

I need to create a proposal file update, which includes the step "Create 
an update PIN." Can somebody tell me whether the Update PIN should be 
the same as the original FastLane-assigned proposal number, or a new 
number. If a new number, does WHOI have any conventions to follow for 
selecting the new number?
