[Flex] ONR proposals and C&P

Hi,

Now that our PIs are getting responses to their Planning Letters, we 
will soon be submitting proposals to ONR.  The new WHOIgrants Current & 
Pending Support module will not be completed for the process this year. 

I have discussed with Larry Madin the format that should be used for the 
C&P at this time.  He would like to try submitting now using the format 
that we have contemplated for WHOIgrants.  He is anxious to see if there 
is any reaction from ONR Program Managers - or anyone else.

The format will be to use the standard WHOI excel sheet format that has 
been in place for many years.  When the PI identifies that a particular 
item on the C&P is "related or complementary" to "This Proposal" you 
should put a comment for that line that says  - This project is related 
to the proposal submitted herewith - please see attached.  On a separate 
page include the extra information that is required for related projects:
    Summary of project (abstract)
    Percentage of effort devoted to the project
    Technical Contact - name, address, phone, email
    Administrative/business contact (Contract/Grant officer) - name, 
address, phone, email
    Statement regarding how the project is related

Please let us know if you want to get together with Anita and me to 
create a more specific format for the extra information.  I'm not sure 
that they all have to be exactly the same...
