[Flex] Question about Revising a Submitted Proposal (NSF)

Hi--
If you have a collaborative proposal and the NSF program office has 
asked for revised budgets, do the budgets have to get linked up at some 
point, or does each PI/organization just submit for itself? (I'm sure 
you're all familiar with this, but it's the first time I've done a NSF 
revision.)
