[Flex] possible boilerplate on cruise time

Everyone,

You may recall the proposal incident and associated draft boilerplate about
cruise time that I spoke of yesterday. According to Maryanne Ferreira, she has
asked Larry Madin to consider whether it is something that should be available
for inclusion on all proposals involving cruise time, or whether the incident
was too isolated to warrant that. Maryanne wants to wait until she hears back
from Larry before distributing her draft more widely, so I think we should
consider this off our agenda unless/until there is some further development.
