[Flex] NSF proposals via Grants.gov rather than FAstlane?

The GPG for 2009 are published and still read the same way:

 

"Proposals to NSF must be submitted electronically via either the NSF
FastLane System or Grants.gov. Those programs that require electronic
submission via Grants.gov6
<http://www.nsf.gov/pubs/policydocs/pappguide/nsf09_1/gpg_1.jsp#fn6>
will be so noted in the applicable NSF funding opportunity."

Has anyone else run into this yet?   Does anyone have info on this?  I
guess I'm asking "Is it a true statement ?"

Now NSF wants their single PI proposals to go via Grants.gov - and it's
really different from Fastlane!
