[Flex] Fastlane Beta Tester Volunteers

Hi Maryanne,

Here's the revised draft of the participant support cost note to add to 
the FLEX minutes. Larry's reviewing and we'll likely send the note under 
his name next week (?).

If anyone has any questions/comments about the draft please try to get 
them to me soon.
