[Flex] DRAFT Notes from 5/15/07

I agree with Anita.  My impression was that the comment was made more in 
relation to the GCS staff issue and not so much the use of WHOIGrants.  
In other words, don't necessarily expect quick turnaround if you send a 
proposal over on those dates.  Of course, we don't always have control 
over last minute submissions!

However, ability to log on to WHOIgrants in a timely fashion remains an 
issue and we did discuss this at some length.  This slowness tends to 
"encourage" folks to remain logged on rather than keep going in and 
out.  I know I'm guilty of this (sometimes :-[ ).  Not sure how this 
would impact the ORION submission however.
