Yes, I was surprised to see that comment.  Maybe if we could alert users 
to not keep WHOIgrant open if they are not currently working on a 
proposal.  I know sometimes I have it open because someone will call and 
ask a question and I don't get out of the program because they may call 
back or someone else will.
