[Flex] FLEX Agenda rewrite for 5/15/07

1.  Discussion:   What is the FLEX purpose/scope?  My thoughts are we 
need to formally change this.
2.  How often does FLEX need to gather?    (3/4/6 times annually?)
3.  Dissemination of FLEX meeting results/discussions via FLEX email 
list and WHOIgrants email list as appropriate
