[Flex] HELP - something I've never run across before

Hi flexers,

I have a PI who is not yet hired (but it is immenent) wanting to submit 
a fastlane proposal for the 15th target date.  This person will be a 
lead PI with an AOPE senior scientist as co-PI at no cost.  Salary work 
up is not the issue - How in the world do you include someone who's 
affiliation is not quite yet with whoi, but will be by the time the 
proposal is considered by a panel?????
