Here is response from ONR re our questions about the upload submission
process "ONR Hopper."
MAL is working on a set of instructions (i.e., WHOI policy) for handling
the routing at WHOI and submission to ONR.

Note that NSF Fastlane job options are fine to use for creating the PDF.

Thank you for leaving a detailed voicemail message on your work phone!

It is helpful to know your name and that you are away from the office

until next week. If you have a chance to reply during a break in your

site visit, that would be great, but we can certainly wait until early

next week if that is more convenient for you.

I am a programmer at Woods Hole Oceanographic Institution who works
with

the scientific departments on grants management and proposal issues.

We have a PI who is planning on submitting a proposal via the ONR

'Hopper' system.

As this is the first instance of which we are aware for a WHOI proposal

being submitted via the ONR upload system, there were some questions
raised.

I hope you will be able to answer them for us.

1. PDF Format.

WHOI likes to use PDF when transferring files as it guarantees the

printed copy will look the same for both sender and recipient. With
that

in mind, do you have specific PDF job options or settings that we
should

use?  We use the job options recommended by NSF for FastLane
submissions

for the majority of  our work. Would that be acceptable to ONR?

I am sure this will suit our requirements as well. I cannot recall any
situation where a WHOI PDF document presented problems for as long as I
have been around. Rest assured that if we encounter problems accessing
files for any reason, you will hear from us and we’ll work together to
resolve the kinks.

2. The group preparing the proposal for submission to ONR noted that
the

original signed signature page needs to be sent to ONR with the paper

copy of the proposal, but they were not clear on what was expected for

the uploaded version of the signature page. Is the uploaded signature

page required to have signatures on it or will ONR be happy with the

electronic signature page having no signatures and using the original

paper copy sent through regular mail?

Allow me to clarify: for a proposal submission to be complete, we will
need an electronic copy (signatures will be nice but are not required)
and a hardcopy mailed to us (with the original signatures from the
investigator and/ or co-investigator and officials on your end that have
the authority to contractually obligate your institution).
