[Flex] Info re: subcontractors

Hi Flex-ers:

Forgive me if this is very old news.  I was getting concerned that a
person who was to be a subcontractor on our budget was not getting his
institution registered in Fastlane, and I therefore could not link him
to our budget.  I contacted Kandy, and she said that we can just put the
subcontract on our budget and supply in the Supplemental Documentation
area some letter of agreement and justification of their budget, just
like the old days.  They don't HAVE to be from a registered institution.

Again...sorry if this was well known.
