[Flex] DOE electronic submittal?

Dear Flexers:

I know this is off-topic, it being DOE and all, but I see on DOE's
website:

that they want people to submit proposals now via their "Industry
Interactive Procurement System (IIPS)" but - there is also this note in
the margin: "Notice: Only the applicant organization's authorized
administrative official(s) may submit applications through IIPS" which
makes it sound to me as though only Maurice can submit proposals!

Have any of you folks used DOE's electronic submission process yet?
Apparently, we can upload only PDF files and we must have Acrobat 5.00
installed.
