[Flex] Meeting time change

Hi -

  We are meeting on February 28.  It turns out that the village has its
opportunity to hear Bob Gagosian's update that morning at 10:30.  If we
move our meeting to 9:30 (from 10:10), it will be better for the BIO and
AOPE folks.  

FLEX meeting:  Feb 28 at 9:30
