[Flex] Section H vs Section I

Recently a program manager in the Chemical Oceanography
program instructed one of our P.I.'s to put a supporting
letter in Section H instead of Section I.  He said that
Section I can become separated from the rest of the
proposal, but Section H would not.

Has any of your P.I.'s been instructed by their Program
Manager to do this?
