Dear Colleagues,
There is just over a month left before the Division of Ocean Sciences August
15, 2000 proposal submission target date. This email is being sent as a
reminder that OCE will require all proposals (including collaborative
proposals) to be submitted via FastLane.
This effectively means that no paper proposals will be accepted by the
Division in accordance with the NSF policy to eliminate them prior to
October 2000.
If you have not used FastLane before, please take some time to read the
information provided in the new "FastLane PDF Instructions for Proposal
Preparation and Project Reporting" which is located at
http://www.fastlane.nsf.gov/a1/pdfcreat.htm.
* PDF Creation - If you use Adobe Acrobat software to create PDF
files, make sure you use Distiller rather than PDFWriter. To ensure the
creation of the best quality PDF files for use in FastLane, please download
the fastlane job option setting file from the FastLane webpage from the
above address.
* Collaborative proposals - To submit a collaborative proposal which
consists of simultaneous submission of proposals from different
institutions, with each institution requesting a separate award they must be
submitted as follows: The lead institution submission will include a cover
sheet, project summary, project description, references cited, biographical
sketches, budgets and budget justification, current and pending support, and
facilities, equipment and other resources for their institution. Non-lead
institution submissions will include all of the above for their institution
except the project summary, project description, and references cited (Grant
Proposal Guide NSF 00-2 Chapter II.D.12.b, available electronically on the
NSF webpage).
Linking Collaborative Proposals - Before the lead institution
submits their proposal, each non-lead institution must provide to the lead
institution the temporary proposal ID generated by FastLane when the
non-lead proposal is being created. The lead institution must then enter
each non-lead institution(s) temporary proposal ID into the FastLane lead
proposal by using the "Link Collaborative Proposals" option found on the
FastLane "Form Preparation" screen. This provides an electronic link to all
of the non-lead proposals for printing.
* Fonts - Try to keep font selection as simple as possible. If you use
the fastlane job option file mentioned above in PDF Creation, most fonts
will be embedded and will look the same when printed at NSF. Some
proprietary fonts like some of the Mac fonts and WordPerfect Math fonts due
to licensing restrictions of the fonts can not be embedded and will be
substituted with a font that the system determines is the closest match. To
check to see how fonts will look at NSF, open your PDF file in Acrobat (not
Acrobat Reader), Choose View -> and de-select (if there is a check by it in
the menu) Use Local Fonts to specify that Acrobat should ignore the fonts
installed on your system.
* TeX and LaTeX users - One of the major issues for OCE has been the
use of Type 3 and computer modern fonts by TeX and LaTeX users. Type 3 fonts
cannot be embedded, are difficult to read on screen since most systems other
than those of TeX and LaTeX users do not have Type 3 fonts, and often they
cause printing problems for NSF's proposal printing unit. Many of the newer
versions of TeX and LaTeX come with Type 1 versions of fonts (for webpage
applications) or they can be obtained from web addresses listed in the on
the NSF FastLane webpage (see addresses below).
There are specific instructions for TeX and LaTeX users at
http://www.fastlane.nsf.gov/a1 /pdfcreat.htm#DVIPS. In addition, the Adobe
webpage has a paper by Kendall Whitehouse called "Creating quality PDF files
from TeX with DVIPS" at http://www.adobe.com/support/ techdocs/543e.htm
which contains a lot of useful information including where to find Type 1
versions of fonts.
* Supplemental Documents - Supplemental information (i.e., letters of
support, UNOLS shiptime request forms) goes in the supplemental docs section
found on the FastLane "Form Preparation" screen. Multiple PDF files can now
be uploaded.
* Cover Sheet - NSF now requires that both Program
Announcement/Solicitation/Program Description No. and NSF Organizational
Unit(s) for consideration must be filled in before the cover sheet can be
completed. To aid PIs in doing this, pull-down menus have been added.
Program Announcement/Solicitation/Program Description No. - For
unsolicited proposals select NSF 00-2 GPG - Not in response to a program
announcement/solicitation. If the proposal is in response to a specific
program announcement, select the announcement number from the list provided.
NSF Organizational Unit(s) - In this section, you should identify
the OCE program which you want to consider your proposal, these include:
Oceanographic Centers and Facilities Section, Instrumentation and Technical
Services Program, Ship Operations, Ocean Drilling Program, Ocean Sciences
Research Section, Biological Oceanography, Chemical Oceanography, Physical
Oceanography, Marine Geology & Geophysics, Oceanographic Technology and
Interdisciplinary Coordination.
* Before Submitting the proposal - It is very important that you
view/print the entire proposal using the Print Entire Proposal button in
FastLane. Some problems do not show up when you just view/print one section
at a time. If you notice a problem viewing/printing a proposal after
submission, please do not submit a second copy of the proposal via FastLane.

before the target date. Should you run into any difficulties, contact
