The <a href="http://www.mass.gov/eea/agencies/czm/program-areas/stormsmart-coasts/grants/">Coastal Community Resilience Grant Program</a> will provide up to $1.5 million in grants and technical resources to coastal communities to advance innovative local efforts addressing climate change and sea level rise impacts. The funds will finance initiatives to increase awareness of these issues, assess vulnerability and risk, and implement measures to respond, recover, and adapt to coastal impacts. The <a href="http://www.mass.gov/eea/agencies/czm/program-areas/stormsmart-coasts/green-infrastructure-grants/">Green Infrastructure for Coastal Resilience Grant Program</a> will provide up to $1.5 million in funding and technical resources to coastal communities and eligible nonprofit organizations for natural approaches addressing coastal erosion and flooding problems. Grants can be used for planning, feasibility assessment, design, permitting documents, construction, and monitoring of green infrastructure projects that use natural approaches instead of hard structures such as seawalls and groins. For more information, see the <a href="http://www.mass.gov/eea/pr-2015/funding-for-communities-to-combat-climate-change.html">EEA press release</a>. <o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailSubhead>Chatham South Coastal Harbor Management Plan Renewal Approved<o:p></o:p></p><p class=CZ-MailParagraph>On May 12, EEA Secretary Matthew Beaton approved the renewal of the Chatham South Coastal Harbor Management Plan. CZM provided technical assistance throughout the municipal harbor planning process. The update includes wastewater management improvements, private dock and pier restrictions, and recommendations for alternative moorings to protect sensitive bottom habitat and water quality. Originally developed in 1994, this renewed harbor plan will be valid for seven years. Volunteers throughout Massachusetts turn out in large numbers each year for this event, which is part of an international campaign organized by the Ocean Conservancy in Washington, DC. Participants all over the world collect marine debris and record what they find. This information is then used to help reduce future marine debris problems. Cleanups will be scheduled throughout September and October. Thriving seaside communities on Horseneck Beach and Gooseberry Islands in Westport were wiped out by hurricanes in 1938 and 1954. Parker River National Wildlife Refuge on Plum Island was protected because it was (and still is) part of the great highway of bird migration. Apropos of its name, Long Wharf was built in Boston in 1711 as the longest wharf in North America. The Paragon Carousel is all that remains of the major amusement park that once existed along Nantasket Beach in Hull. On April 9, the <a href="http://www.news.colostate.edu/Release/7619">updated annual prediction from the Colorado State University forecast team</a> called for seven named storms forming in the Atlantic between June 1 and November 30. Three of these storms are expected to turn into hurricanes with only one predicted to be a major hurricane (i.e., <a href="http://www.nhc.noaa.gov/sshws_table.shtml?large">Saffir/Simpson category</a> 3, 4, or 5 with sustained winds of 111 mph or greater). Proposals are due to CZM by June 12.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><b><i>FEMA Hazard Mitigation Grants</i></b> - The Massachusetts Emergency Management Agency (MEMA) and the Department of Conservation and Recreation (DCR) are inviting communities, state agencies, and tribal governments and territories to submit applications for the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP). This post-disaster mitigation grant funding is now available statewide as a result of the federal disaster declaration for the January 2015 Severe Winter Storm. The 2015 Pre-Disaster Mitigation (PDM) Grant Program and the Flood Mitigation Assistance (FMA) Program funding are also now available. These grants assist applicants with hazard mitigation planning and the implementation of hazard mitigation projects to reduce or eliminate the loss of life and property due to natural hazards. To explain applicant eligibility requirements, the types of projects that are eligible, and the non-federal cost-share, DCR and MEMA will hold several briefings in June for potential applicants. They will also offer technical assistance meetings to provide applicants an opportunity to discuss their specific project proposal and ask questions of the State Hazard Mitigation Team. CZM strongly encourages all potential applicants to attend one of these sessions. Applications for HMGP projects ready for implementation and applications for PDM and FMA grants are due by August 3. Applications for HMGP projects that need additional refinement can be submitted until November 23.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><span class=CZ-MailItem>Coastal Ecosystem Resiliency Grants</span> - The National Marine Fisheries Service is seeking applications for the <a href="http://www.habitat.noaa.gov/funding/coastalresiliency.html">Coastal Ecosystem Resiliency Grants Program</a>. This program funds projects that develop healthy and sustainable coastal ecosystems through habitat restoration and conservation. Applications are due by July 2.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><span class=CZ-MailItem>Regional Coastal Resilience Grants</span> - NOAA’s National Ocean Service is seeking applications for the 2015 <a href="http://coast.noaa.gov/resilience-grant/">Regional Coastal Resilience Grant Program</a> to help coastal communities and organizations prepare for and recover from adverse events and adapt to changing environmental, economic, and social conditions. The grants will be awarded to organizations to plan and implement resilience strategies regionally to reduce current and potential future risks. Proposals are due by July 24.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><span class=CZ-MailItem>National Maritime Heritage Grants</span> - The National Park Service is seeking applications for approximately $1.7 million in <a href="http://www.nps.gov/maritime/grants/apply.htm">National Maritime Heritage Grants</a> for education or preservation projects. Education projects can request $15,000-$50,000 and preservation projects can request $50,000-$200,000. The study found that, on average, the six dam-removal and culvert-upgrade projects cost significantly less over a 30-year period than the expense of repairing and maintaining existing structures. It illustrates how a changing climate may affect a variety of environmental and public health services, describes how different communities are already adapting to climate-related challenges, and links to a number of federal and state resources that can help communities assess their unique climate-related risks and opportunities to become more resilient to climate change.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><span class=CZ-MailItem>Hurricane Preparation for Boaters</span> - The BoatUS Foundation and the United States Power Squadrons have developed <a href="http://www.BoatUS.org/courses"><i>Hurricane Preparation for Boaters</i></a>. Boaters taking the course will be able to create a hurricane plan for their boat, with specific solutions for boats stored in the water or on high ground at the boatyard, or even on a trailer in your own backyard. Users will learn to evaluate the storm protection provided by a marina or storage area and determine if, when, and how a boat should move before a hurricane. For generations, anglers have sought out the biggest, fastest game fish in the sea—the sailfish, swordfish, and the marlin, immortalized by Ernest Hemingway in his classic, <i>The Old Man and the Sea</i>. The film, by marine biologist and award-winning filmmaker Rick Rosenthal, travels to the Pacific and Atlantic Oceans as well as the Caribbean Sea in pursuit of these threatened giants.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><span class=CZ-MailItem>The Future of Fish</span> - On June 15, the Nature Conservancy, as part of its <i>Future of Nature</i> speaker series, will present <a href="http://www.nature.org/ourinitiatives/regions/northamerica/unitedstates/massachusetts/explore/ma-future-of-nature.xml"><i>The Future of Fish</i></a> in Boston. Many fish populations globally are in decline, due to changing ecosystems and fishing pressure. All graduates ages 12-15 will receive a safety certificate required by state law to allow operation of a motorboat without adult supervision. Selection will be based upon the student’s academic history, contributions, and demonstrated commitment to the marine aquarium hobby.
