Pursuant to the Obama administration's National Ocean Policy, which was formalized under the President’s Executive Order issued in July 2010, the Northeast Regional Ocean Planning Body is charged with leading the process to develop regional ocean plans that build upon existing governmental authorities and planning processes to improve management, siting, and regulatory decisions affecting coastal and ocean resources and uses. The Northeast Regional Ocean Planning Body is comprised of two representatives from each New England state, 10 federal agency representatives, a state member of the New England Fisheries Management Council, and representatives from the 10 federally recognized tribes of the region. CZM Director Bruce Carlisle and Division of Marine Fisheries Director Paul Diodati serve as the Commonwealth’s delegates. The purpose of the meeting was to (1) develop a common understanding about basic operational considerations and initial products; (2) provide context regarding current activities in the Northeast that lay a foundation for regional ocean planning; (3) engage stakeholders and the public about regional ocean planning for the Northeast; and (4) discuss the initial focus for the regional ocean planning effort in the Northeast and identify next steps. In addition to presentations and discussions, the group heard comments from interested stakeholder groups and members of the public.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailSubhead>2013 Coastal Pollutant Remediation Grant Awards<o:p></o:p></p><p class=CZ-MailParagraph>In November, Executive Office of Energy and Environmental Affairs (EEA) Secretary Richard K. Sullivan Jr., announced $400,000 in Fiscal Year (FY) 2013 grants to six Massachusetts communities through CZM's <a href="http://www.mass.gov/czm/cprgp.htm">Coastal Pollutant Remediation (CPR) Grant Program</a>. The CPR program provides funding to Massachusetts municipalities to assess and remediate stormwater pollution from paved surfaces or to design and construct boat waste pumpout facilities. See EEA's <a href="http://www.mass.gov/eea/pr-2012/121120-coastal-water-grants.html">CPR Grants Press Release</a> for details on this year's grants.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailSubhead>COASTSWEEP 25<o:p></o:p></p><p class=CZ-MailParagraph>COASTSWEEP, the statewide annual beach cleanup sponsored by CZM and organized by the Urban Harbors Institute (UHI) at the University of Massachusetts Boston, celebrated its 25<sup>th</sup> anniversary this year! Although final results from the 2012 cleanups are still pending, preliminary reports show that 2,554 volunteers cleaned more than 136 miles of coastline, river bank, marsh, seafloor, and lakeshore in Massachusetts—collecting approximately 14,146 pounds of debris from 141 locations. To celebrate this 25<sup>th</sup> year milestone, Philip Griffiths, EEA Undersecretary for Environment and CZM Director Bruce Carlisle welcomed more than 200 students and teachers from the Josiah Quincy Upper School in Boston at a cleanup of Department of Conservation and Recreation's (DCR) Carson Beach. From a distance, the beach looked clean, but together these 6<sup>th</sup> and 7<sup>th</sup> graders, along with their teachers, collected more than 200 cigarette butts, 229 food wrappers and containers, 202 plastic bags, and much, much more. COASTSWEEP is part of an international effort organized by the Ocean Conservancy with participants all over the world collecting marine debris and recording the types of trash they find. Four public meetings in Boston, New Bedford, Vineyard Haven, and Nantucket were held to provide an overview of the Environmental Assessment (EA) released by BOEM on October 31, solicit public comment on the EA, and discuss next steps in the environmental and leasing processes. The <a href="http://www.boem.gov/uploadedFiles/BOEM/BOEM_Newsroom/Library/Publications/2012/BOEM-2012-087.pdf">Environmental Assessment</a> (PDF, 19 MB) analyzes potential environmental effects associated with renewable energy leasing and data gathering in the designated Wind Energy Area in federal waters off the coast of Massachusetts. In addition to the public meetings, EEA and CZM convened the Massachusetts Offshore Wind Habitat and Fishing Working Groups for detailed discussions about habitat and fisheries related issues.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailSubhead>Buzzards Bay National Estuary Program Awards Grants to Coastal Communities<o:p></o:p></p><p class=CZ-MailParagraph>On November 5, EEA announced the award of six environmental grants totaling $122,000 to five Buzzards Bay watershed towns. The grants will assist the towns in protecting and restoring water quality and living resources in Buzzards Bay and its surrounding watershed. Administered by the <a href="http://www.buzzardsbay.org/index.htm">Buzzards Bay National Estuary Program</a> (BBNEP), which is administered by CZM, the grants help South Coast and Cape Cod communities protect and restore water quality and natural resources in Buzzards Bay and its surrounding watershed. Specifically, this year’s grant awards will fund land conservation and infrastructure improvement projects designed to conserve open space and rare species habitat, protect drinking water resources, restore wetlands, study nitrogen discharges to estuaries, and help open shellfish beds. The grants were awarded to the towns of Mattapoisett ($35,000); Carver ($27,000); Wareham ($23,000 for two projects); Westport ($20,000); and Dartmouth ($17,000). For more information, see the <a href="http://www.mass.gov/eea/pr-2012/121105-watershed-grants.html">EEA press release</a>.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailSubhead>Buzzards Bay NEP and CZM Sea Level Rise Study<o:p></o:p></p><p class=CZ-MailParagraph>BBNEP and CZM are evaluating the potential expansion of the existing Federal Emergency Management Agency (FEMA) 100-year floodplain using Flood Insurance Rate Map base flood elevations for Buzzards Bay municipalities. The floodplain will be expanded with 1-foot, 2-foot, and 4-foot scenario increases in sea level. The existing floodplain will be extrapolated upward based on LIDAR elevation data from recent aerial surveys. Using a recent assessor's data set, the number of buildings, their assessed values, and municipal structures are being enumerated within these various sea level rise (SLR) expansion scenarios for each Buzzards Bay municipality. See the BBNEP <a href="http://www.buzzardsbay.org/floodzone-expansion-slr.html">Flood Zone Expansion with SLR</a> page for more information about the project and to read the first report for the town of Fairhaven.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailSubhead>Maximize MORIS Build a Map for Your Next Report, Email, or Web Page<o:p></o:p></p><p class=CZ-MailParagraph>The <a href="http://www.mass.gov/czm/mapping/index.htm">Massachusetts Ocean Resource Information System</a>, or MORIS, is a web-based coastal mapping tool where users can interactively view various data layers, create and share maps, and download the data for use in a Geographic Information System (GIS). With more than 600 data layers at your disposal, MORIS lets you build custom maps. Then, with just a click of the print/save button on the top toolbar, you can create three separate images in your web browser—a map, legend, and title. These images can be saved or copied with a right click of the mouse and then can be pasted into an email, website, or Word document. For example, a shoreline change map, complete with north arrow and scale bar, can be copied and pasted into a report about barrier islands. The Gulf of Maine Council on the Marine Environment is seeking nominations for its annual <a href="http://www.gulfofmaine.org/council/opportunities/#awards">Visionary, Longard, Susan Snow-Cotter Leadership, Industry, and Sustainable Communities Awards</a>. Visionary Awards will be presented to one individual and one organization in each state and province bordering the Gulf. The Longard Award will be presented to an outstanding volunteer within the Gulf watershed. The Susan Snow-Cotter Award will recognize a coastal management professional who exemplifies outstanding leadership or exceptional mentoring in the Gulf of Maine watershed. The Industry Award will go to a business that has shown leadership in efforts to improve the well being of the Gulf of Maine ecosystem. The Sustainable Communities Award will go to a community of group within a community that exemplifies a sustainable environment and economy. Administered by the Environmental Law Institute and supported by a partnership of six federal agencies, this award program honors individuals who have demonstrated extraordinary commitment to the conservation and restoration of our nation's wetlands in six categories: education and outreach; science research; conservation and restoration; landowner stewardship; state, tribal, and local program development; and wetland community leader. Nominations are due by December 14.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><b><i>Switzer Environmental Fellowship</i></b> - The Robert & Patricia Switzer Foundation is seeking highly talented graduate students in New England and California for Switzer Environmental Fellowships for the academic year 2013-2014. The award amount is $15,000. At least 20 fellowships will be awarded to assist graduate students in a broad range of environmental science-related fields. Two teachers from each EPA region will be selected to receive an award of $2,000, to be used to further their professional development in environmental education. In addition, the local education agency employing each teacher will receive an award of $2,000 to further the recipient's environmental educational activities and programs. Applications are due by January 31, 2013.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><span class=CZ-MailItem>At-Sea Internships for Undergraduate and Graduate Students</span> - The<a href="http://oceanexplorationtrust.com/"> Ocean Exploration Trust</a> is seeking internship applicants for the 2013 expedition season. The Nautilus Internship Program is for undergraduate and graduate students studying ocean science, engineering, or video and film in the at-sea environment. Interns work aboard E/V <i>Nautilus</i> as data loggers, ROV pilots, or video engineers for two-to-five week periods. <a href="http://oceanexplorationtrust.com/generalapplication/">Applications</a> are due by February 1, 2013.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><b><i>Marine Policy Fellowships</i></b> - The NOAA Sea Grant College Program is accepting applications for the 2013 <a href="http://www.seagrant.noaa.gov/knauss/">Dean John A. Knauss Marine Policy Fellowship Program</a>. This one-year program aims to provide a unique educational experience to students who have an interest in ocean, coastal, and Great Lakes resources and the national policy decisions affecting those resources. The program matches highly qualified graduate students with hosts in the legislative and executive branches, or appropriate associations/institutions, located in the area of Washington, DC, for a one year paid fellowship.
