Forty members of the Storm Team conducted assessments in 42 coastal communities on October 29 and October 30 after three of the highest high tides during the storm to assess the level of damage to natural resources, harbors, infrastructure, and buildings along the immediate coastline. Using StormReporter, an innovative web tool, more than 350 damage reports were provided to the Massachusetts Emergency Management Agency (MEMA), the National Weather Service (NWS), and other agencies to inform decisions regarding the deployment of state and federal resources and NWS advisories regarding the storm. Storm Team members observed beach erosion and splashover of dunes, coastal structures, and roads coast-wide. There was significant overwash of barrier beaches, several new breaches formed on south facing barrier beaches, and a few inlets to ponds were blocked with sediment in Falmouth and Plymouth as a result of the storm. A few roads and beach parking lots were damaged in several Cape Cod, Buzzards Bay, Martha’s Vineyard, and Nantucket communities. There were some isolated failures of revetments and seawalls and one house collapsed onto the beach on the south shore of Nantucket. The National Guard provided transport by helicopter for staff from CZM, the Department of Environmental Protection, the Executive Office of Energy and Environmental Affairs (EEA), Environmental Law Enforcement, and the Federal Emergency Management Agency (FEMA) to assess damages along southern Buzzards Bay, Gosnold, Falmouth, Mashpee, the southern bluffs of Plymouth, the south shore of Martha’s Vineyard, and the south and east shores of Nantucket. CZM also helped MEMA staff 21 rapid assessment teams that went out on October 30 to survey the extent of damage to critical facilities in eastern Massachusetts communities. The multi-disciplinary teams consisted of Department of Public Safety staff, local building inspectors, engineers, National Guard personnel, and personnel with coastal expertise.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailSubhead>COASTSWEEP 25 Celebrated at Carson Beach<o:p></o:p></p><p class=CZ-MailParagraph>On October 11, Phil Griffiths, Undersecretary for Environment at the Executive Office of Energy and Environmental Affairs (EEA), and CZM Director Bruce Carlisle welcomed more than 200 students and teachers from the Josiah Quincy Upper School in Boston to celebrate 25 years of COASTSWEEP—Massachusetts’s annual coastal cleanup. At the event, held at the Department of Conservation and Recreation’s (DCR) Carson Beach in South Boston, these 6<sup>th</sup> and 7<sup>th</sup> graders not only removed trash and other marine debris from the beach, they also collected data on what they found. All data collected through COASTSWEEP are analyzed by the Ocean Conservancy's International Coastal Cleanup program, which uses the results to better understand the sources of marine debris globally and to develop solutions for prevention. COASTSWEEP started in 1987 and is a volunteer program organized by CZM and the University of Massachusetts Boston’s Urban Harbors Institute (UHI)—and each year thousands of volunteers clean up trash from the Commonwealth's beaches, river banks, marshes, and seafloor during September and October. For the 25<sup>th</sup> anniversary, more than 175 cleanups were held along the Commonwealth's coast. Four public meetings in Boston, New Bedford, Vineyard Haven, and Nantucket have been scheduled to provide an overview of the Environmental Assessment (EA) released by BOEM on October 31, solicit public comment on the EA, and discuss next steps in the environmental and leasing processes. Do you use Google Earth? Have you ever considered viewing MORIS data in <a href="http://www.google.com/earth/index.html">Google Earth</a>? It’s easy and very powerful. First, make sure you have Google Earth installed on your computer. Then, create a map in MORIS (zoom to your area of interest and add your datalayers of choice). Click “Launch the data export wizard” (the button with the yellow arrow to the left of the “Help” question mark in the right-hand corner of the top tool bar). When you get to the fourth step of the wizard, select the “Google Earth file (.kml)” button, give the download a name, and click “Finish.” Once downloaded and unzipped (double-click on zip file), each data layer will have its own folder. Simply double click the .kml file in each folder to display the data in Google Earth. After the loading the first .kml file, additional layers will be added to the same Google Earth map. With the MORIS data now displayed in Google Earth, you can have fun creating ultra-custom maps with data from Google's prodigious holdings that range from historic maps to user-submitted locations of great greasy-spoon diners. With MORIS data in Google Earth, you’ll have the world's geographic data at your fingertips as you make your custom map of the Massachusetts coastline.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailSubhead>CZ-Tip: Boat Winterizing—Keep It Green<o:p></o:p></p><p class=CZ-MailParagraph>As the cold weather settles in, most boat owners are removing their vessels from the water and storing them for the winter. Boats must be properly prepared for storage to ensure that all parts and systems are protected from the weather and are not harmed from the lack of use. This process, referred to as winterizing or decommissioning, can impact the environment if not done properly. Oil may spill during an oil change, fuel can degrade if not stabilized, soaps and detergents can harm marine life, bottom paint can wash into the water during pressure washing, and boat sewage can pollute coastal waters if not disposed of properly. For more information and specific tips to winterize your boat in an environmentally sensitive manner, see the <a href="http://www.mass.gov/czm/tips/boat_winterizing.htm">CZ-Tip: Boat Winterizing—Keep It Green</a>.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailSubhead>CZM Staff & People<o:p></o:p></p><p class=CZ-MailParagraph><span class=CZ-MailItem>CZM’s Joe Pelczarski Retires</span> - After 38-years as a state employee (and 32 years with CZM!), Joe Pelczarski retired in October. Joe played many, many roles at CZM, including serving as the first webmaster (Joe’s original website structure still persists in the current site), Coastal Facility Improvement Plan coordinator, oil spill planner, and overall CZM historian. But probably Joe’s most important and notable assignment was as the emergency management coordinator for EEA—serving as EEA’s liaison with the Massachusetts Emergency Management Agency (MEMA). Joe spent many hours in the MEMA bunker in Framingham during severe storms and other emergencies (such as Y2K), helping to coordinate state environmental and <a href="http://www.mass.gov/czm/coastlines/2002/c4.htm">Storm Team</a> activities. One of the biggest storms on Joe’s watch was the 1991 Nor’easter dubbed the “Storm of the Century,” which was chronicled in Sebastian Junger’s <i>The Perfect Storm</i> (see page 58 for a quote from Joe’s storm memo). Joe was also a valuable resource for anyone who needed a coastal question answered and he covered issues ranging from <a href="http://www.mass.gov/czm/coastlines/2002/c51.htm">hurricane preparedness</a> to <a href="http://www.mass.gov/czm/coastlines/2004-2005/ebbflow/ask_joe.htm">coastal and marine habitats</a> to the <a href="http://www.mass.gov/czm/coastlines/2008/ebbflow/ask_joe.htm">historical context of coastal issues</a> in the “Ask Joe” column of CZM’s <i>Coastlines </i>magazine. In partnership with the National Oceanic and Atmospheric Administration's (NOAA) National Marine Fisheries Service Community-Based Restoration Program, the Gulf of Maine Council provides grants to further the goal of habitat restoration and to support a strategic approach to marine, coastal, and riverine habitat restoration. Letters of intent provide applicants the opportunity for input on restoration concepts before development of a full application. The paper provides an overview of the offshore ecosystems and habitats of the Gulf of Maine, highlighting the important natural and human-caused driving forces and pressures that affect the offshore environment.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><span class=CZ-MailItem>Ocean Planning Fact Sheets</span> - The New England Ocean Action Network has published a series of <a href="http://newenglandoceanaction.org/documents-and-resources/">six fact sheets</a> to help the public better understand ocean planning in Massachusetts, the northeast, and on a national level.<b><i><o:p></o:p></i></b></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><span class=CZ-MailItem>Offshore Wind Report</span> - The National Wildlife Federation and more than 45 partner organizations have issued <a href="http://www.nwf.org/~/media/PDFs/Global-Warming/Reports/NWF_2012OffshoreWind_Final.ashx"><i>The Turning Point for Atlantic Offshore Wind Energy: Time for Action to Create Jobs, Reduce Pollution, Protect Wildlife, and Secure America’s Energy Future</i></a> (PDF, 2.5 MB). This new report on opportunities for offshore wind along the Atlantic coast highlights the potential for offshore wind on a state-by-state basis and the importance of benefitting from these resources now, while the time is right.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><span class=CZ-MailItem>Global Warming and Extreme Weather Report</span> - The Frontier Group has released <a href="http://www.frontiergroup.org/reports/fg/when-it-rains-it-pours-0"><i>When It Rains, It Pours: Global Warming and the Increase in Extreme Precipitation from 1948-2011</i></a>, a report that presents an analysis of more than 80 million daily precipitation records from across the contiguous United States. The report reveals that intense rainstorms and snowstorms have already become more frequent and more severe, extreme downpours are now happening 30 percent more often nationwide than in 1948, and the largest annual storms now produce 10 percent more precipitation on average.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><span class=CZ-MailItem>Decentralized Wastewater Treatment Papers</span> - EPA and 16 partner organizations have published four papers that highlight how decentralized wastewater treatment systems can be sustainable and appropriate options for communities and homeowners. The papers provide information on the benefits and types of decentralized onsite approaches for collection, treatment, dispersal, and reuse of wastewater. For more information, see the <a href="http://water.epa.gov/infrastructure/septic/Decentralized-MOU-Partnership-Products.cfm">EPA website</a>.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><span class=CZ-MailItem>Extreme Weather Event Cost and Risk Report</span> - Ceres has released <a href="http://www.ceres.org/press/press-releases/u.s.-insurance-companies-vulnerable-to-extreme-weather-changing-climate"><i>Stormy Future for U.S. Property/Casualty Insurers: The Growing Costs and Risks of Extreme Weather Events</i></a>, a report that indicates that insurers are facing increased risks from climate change impacts and extreme weather losses. Floods, heat waves, hailstorms, tornadoes, and other extreme weather events in 2011 cost property and casualty insurers $34 billion. The report also notes that climate change is contributing to stronger, more frequent heat waves, drought, and extreme precipitation events and recommends that insurers develop a better understanding of climate change and weather extremes to adapt their pricing and promote effective risk management strategies to customers.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><b><i>Watershed Science Bulletin—Call for Articles</i></b> - The <a href="http://www.awsps.org/publications/watershed-science-bulletin.html"><i>Watershed Science Bulletin</i></a> is the peer-reviewed journal of the Association of Watershed and Stormwater Professionals (AWSP) that features practical, science-based solutions to important watershed and stormwater management issues. AWSP is currently soliciting short (5,000 words or less) articles for the fall 2013 issue, which will focus on the economics and financing of watershed and stormwater projects and programs. Nearly one in four households in the United States depends on an individual septic system or small community cluster system to treat their wastewater. The updated website includes a <a href="http://water.epa.gov/infrastructure/septic/demos.cfm">suite of new case studies</a> demonstrating what communities across the country are doing to effectively manage decentralized wastewater infrastructure and find solutions to meet unique wastewater infrastructure needs.<o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><span class=CZ-MailItem>Interactive National Estuary Program Project Map</span> - EPA's National Estuary Program has released a new interactive map, <a href="http://gispub2.epa.gov/NEPMap/index.html">NEPmap</a>, which includes more than a decade's worth of NEP habitat data. The new map has a large set of data layers to enable viewing of NEP habitat information in a wider environmental context, allowing users to view water quality conditions in estuaries and surrounding watersheds alongside NEP habitat projects. Current methods for mapping the spatial coverage are based on the human analysis of images using software that is not optimized for this task. The Marine Species Identification System, a species identification tool, was developed to address this problem. The <a href="http://www.mass.gov/czm/czm.htm">CZM website</a> is undergoing some major renovations so it can be re-launched in the <a href="http://www.mass.gov/portal/">Mass.Gov</a> portal format. In addition to a dramatically different look, the new site will feature new navigation/organization and stronger links to other state agencies and departments, particularly those within EEA. The competition will help raise awareness of green design and planning approaches and train the next generation of landscape architects, planners, and engineers in green infrastructure principles and design. Registration for the Campus RainWorks Challenge opened in September, and entries must be submitted by December 14 for consideration. Winning teams will earn a cash prizes and funds for team faculty advisors to conduct research on green infrastructure. <o:p></o:p></p><p class=CZ-MailParagraph><o:p> </o:p></p><p class=CZ-MailParagraph><span class=CZ-MailItem>Salem Sound Photo Contest</span> - Salem Sound Coastwatch is seeking entries for the <a href="http://www.salemsound.org/photoContest.html">Salem Sound - A Sense of Place photo contest</a>. Entries to this year-long contest should capture the beauty, essence, nature, and uses of the Salem Sound and its watershed communities of Beverly, Danvers, Manchester-by-the-Sea, Marblehead, Peabody, and Salem in each of the four seasons.
