The program lays out five criteria related to energy consumption, renewable energy use and economic development in the clean energy sector that communities must meet to earn this qualification. Criterion 4 addresses transportation and is aimed at reducing carbon dioxide emissions through the use of more fuel-efficient vehicles. In this seminar, Stephen Russell, Alternative Transportation Program Coordinator and Clean Cities Director for the State of MA, DOER will discuss the state’s requirements related to this criterion and point out resources that are available to municipalities to help meet them. He will also discuss the work the state is doing with respect to alternative vehicles and fuel and its implications for municipalities.<o:p></o:p></p><p class=MsoNormal><b><u><o:p><span style='text-decoration:none'> </span></o:p></u></b></p><p class=MsoNormal><b><u>About the Speaker:<o:p></o:p></u></b></p><p class=MsoNormal>Steve Russell is responsible for coordinating and promoting the use of Alternative vehicles and fuel for the Commonwealth. He is working with the State in developing an electric vehicle infrastructure plan and is responsible for rolling out the advanced biofuel mandate that will require that 2% of all home heating oil and transportation diesel fuel be advanced low carbon biofuel. In addition, he is responsible for the DOER’s Clean Cities portfolio. Recently the State was the site of the preview of the Nissan Leaf, an all electric, vehicle that has been on a National tour. Also, the State signed a ground breaking MOU with Nissan that commits the State to developing a statewide plan for Electric Vehicle infrastructure.<o:p></o:p></p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>Steve has been managing Fleets for over 20 years. Prior to managing Keene NH’s Municipal Fleet, Steve managed a Corporate Fleet with over 2,000 vehicles located at all ends of the United States. Steve is on the Board of Directors for the New England Chapter of the National Association of Fleet Administrators and is the past Chair of the Fuel and Technology committee for the National Organization.
