Pierce will explain how the evolving concept of ecosystem-based management (EBM) might be applied to management of the Commonwealth’s marine fisheries, especially groundfish, and why federal fisheries law and guidelines could prevent fisheries managers from achieving EBM objectives. His emphasis will be on Chatham and Provincetown fisheries and why groundfish commercial and recreational fisheries can no longer be considered business as usual.
