NOAA Habitat Restoration Partnership
Request for Letters of Intent
Habitat Restoration Grants Program 2007-2008

The GOMC/NOAA Habitat Restoration Partnership is soliciting Letters of
Intent (LOI) for coastal habitat restoration projects within the Gulf
of Maine watershed, which includes the wastershed area between the tip
of Provincetown, Mass to to Cape Sable, Nova Scotia). This solicitation
is for funding that will be available through an RFP process to be
released in August 2007. LOI’s will be accepted anytime between June
15, 2007 and August 15, 2007. Entities eligible to apply for the
funds include NGOs, municipalities, schools, and tribal and state
governments.

The purpose of the LOI is to determine if potential restoration
projects are candidates for the full grant application process. The
letter should include the location of the project, a brief problem
statement, a restorative solution(s), and identification of any known
opportunities that would support the proposed restoration effort as
well as any constraints. The letter should not exceed three typed pages
in length. Letters must be sent via email to jon.kachmar@maine.gov.
Funding offered is for projects that restore diadromous fishes, coastal
wetlands, riverine hydrology, submerged aquatic vegetation, and
shellfish, as well as other related subtidal, intertidal and riverine
habitats. Eligible activities related to these topics include
feasibility, planning, implementation, and pre- and post-restoration
monitoring.

A limited amount of funding will be available for contracting by
October 2007 based on review of LOI’s and a case-by-case determination
of projects. Those LOI’s selected for accelerated application
development will be notified ASAP by the Partnership once the LOI is
received. The remainder of the habitat restoration grant funding will
be available for contracting in March 2008. Full applications
for remaining funds will be due by mid November and reviewed by the
Partnership for a January 1 decision. Grants will generally
range between $25,000 to $75,000, with a funding cap of
$100,000.
