face=Arial size=2>About the Department of Conservation and
Recreation:<BR><BR>The Department of Conservation and Recreation manages
one of the largest and most diverse state parks systems in the nation and
protects and enhances natural resources and outdoor recreational
opportunities throughout Massachusetts. DCR is a new and dynamic agency,
formed in 2003 through the merger of the Metropolitan District Commission
and Department of Environmental Management. The DCR system includes over
450,000 acres of parks, forests, water supply protection lands, beaches,
lakes, ponds, playgrounds, swimming pools, skating rinks, trails and
parkways.<BR><BR>DCR is committed to meeting the highest standards of
stewardship for the environment, efficiency in government, and
responsiveness, transparency and inclusiveness in working with the public.
The Director is responsible both for effective leadership and management
within DCR and for proactive communication with DCR's many
constituencies.<BR><BR>The Department of Conservation and Recreation seeks
qualified applicants for the position of Regional Planner III- ACEC
Stewardship Coordinator.<BR><BR>The ACEC Stewardship Coordinator is
supervised by Areas of Critical Environmental Concern (ACEC) Program
Director at the Department of Conservation and Recreation (DCR). DCR
administers the ACEC Program on behalf of the Secretary of Environmental
Affairs. Currently there are 28 ACECs. The ACEC Stewardship Coordinator
serves as a liaison with the Coastal Zone Management program for
stewardship of coastal ACECs, and with other federal, state, regional and
municipal agencies, and with non-governmental organizations and other
partners in support of all ACECs statewide. The position will focus on
stewardship and resource management, and provide technical assistance to
ACEC communities on an as-needed basis.<BR>Strengthen implementation
efforts in existing ACEC designations to protect, preserve, restore, and
enhance natural and cultural resources, providing assistance to ACEC
communities and partners as needed.<BR><BR>DUTIES:<BR>Coordinate and
collaborate with CZM staff on ACEC priorities and stewardship projects in
the coastal zone.<BR><BR>Help develop and update ACEC Program education
and outreach materials, including the ACEC Program web site.
<BR><BR>Develop, initiate, and facilitate new efforts for providing
technical assistance and opportunities to share information among ACEC
communities, including ACEC network meetings, workshops, or conferences.
<BR><BR>Facilitate meetings where needed, assist in implementing outreach
strategies and resource management tools, and provide general technical
assistance to stewardship groups in ACECs. In particular, this includes up
to 15 existing groups such as the Great Marsh Coalition in the Parker
River/Essex Bay ACEC, Weir River Estuary Park committee in the Weir River
ACEC, Pleasant Bay Alliance Technical Resource Committee in that ACEC,
Kampoosa Bog Stewardship Committee in that ACEC, and the
Squannassit~Petapawag Stewardship Group in those two ACECs. <BR><BR>Assist
local ACEC communities and partners in writing or reviewing grant
proposals to support stewardship projects and new initiatives. Write
support letters for those proposals. Write grant proposals for the ACEC
Program for similar purposes as time and opportunity allow. <BR><BR>Assist
with or coordinate final updates, corrections, and clarifications of ACEC
GIS boundary maps. Help prepare accompanying documentation to finalize
boundary clarifications, work to inform and gather input from municipal
boards and commissions for technical clarifications. <BR><BR>Oversee an
annual ACEC grant program, if funded, to build on the success of the
CZM-funded coastal grant program that is dormant. If funds are obtained, a
grant RFR will be posted on an annual basis; the coordinator will work
with an interagency team to choose applicant awards; and will manage award
projects as needed.<BR><BR><BR></FONT></TD></TR>

face=Arial>MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least
(A) four years of full-time, or equivalent part-time technical or
professional experience in urban or regional planning, environmental
planning, transportation planning or land use planning, and (8) of which
at least two years must have been in a professional capacity or (C) any
equivalent combination of the required experience and the substitutions
below.<BR><BR>Substitutions:<BR><BR>I. A Bachelor's degree with a major in
urban or regional planning, environmental planning, urban studies,
architecture, landscape architecture, civil, environmental, or
transportation engineering or environmental sciences may be substituted
for two years of the required (A) experience.*<BR><BR>II. A Graduate
degree with a major in urban or regional planning, environmental planning,
urban studies, architecture, landscape architecture, civil, environmental,
or transportation engineering or environmental studies may be substituted
for three years of the required (A)experience and one year of the required
(B) experience.<BR><BR>*Education toward such a degree will be prorated on
the basis d the proportion of the requirements actually
competed.<BR><BR>NOTE: Educational substitutions will only be permitted
for a maximum of three years of the required experience. Substitutions
will only be permitted for a maximum of one year of the required (B)
experience.<BR><BR>SPECIAL REQUIREMENTS: Based on assignment, possession
of a current and valid Massachusetts Class 3 Motor Vehicle Operator's

and meeting design and facilitation.<BR>- Excellent writing skills,
ability to synthesize information in reports, experience with using GIS
mapping and statistical analysis.<BR>- Excellent issue assessment,

managing multiple ongoing projects, setting priorities, dealing with
