Mariculture Consultant, TNC

St. Lucia

Terms of Reference For the project “Enhancing Business
Opportunities in Marine Aquaculture in St. Lucia”

The Ministry of Agriculture, Food Production, Fisheries and
Rural Development seeks a suitably qualified consultant,
individual or organisation to conduct a feasibility study to
determine mariculture potential in St. Lucia, conduct pilot
trials and assess cost of production for new mariculture
species and assess market potential both nationally and
internationally.

Background
Marine aquaculture or “mariculture” involves the cultivation
of marine plants or animals, and in St Lucia to date has
focused on the growing of marine algae (commonly called
‘seamoss’) on ropes in Praslin, Bois Chadon, Canelle and
Laborie. Therefore, the scope for expansion and
diversification within this sector is significant. In the
Eastern Caribbean, there is still a strong demand for
seamoss with good extract quality. However, there is a need
to covert local seamoss farmers and processors to use the
Euchema cottonii so as to take advantage of advanced local
markets and existing high demand markets overseas. The
fisheries sector continues to provide important sources of
income across St. Lucia and this project is expected to
provide avenues for diversification and expansion of marine
aquaculture in Saint Lucia.

Objectives of the assignment
1. Conduct a feasibility study for expansion and
diversification of mariculture in St. Lucia.
2. Collaboratively with seamoss farmers, Department of
Fisheries staff and other interest groups/individuals to
acquire, introduce and assess the cost of production and
production potential of E. cottonii.
3. Assess and capitalise on value-added opportunities
domestically and the export market potential of E. cottonii.
4. Provide training and capacity building to mariculture
farmers, Department of Fisheries staff and other interest
groups/individuals.
5. Assist in the revision and legislation for the regulation
of mariculture practises in Saint Lucia.

Department of Fisheries will also provide office space for
use by the Consultant while undertaking the assignment in
St. Lucia. However, the consultant may be required to
provide computer and other similar office equipment. In the
conduct of work, the Consultant shall cooperate fully with
the relevant departments and Units of all Government
Ministries, Departments and Agencies in St. Lucia.
