is directed only to Institutes of Higher Education. Normally
I see that IHEs and non-profits are eligible to apply.</font></p>
<p><font size="+1">Is WHOI eligible to submit proposals when <b>only</b>
IHEs are eligible? Does the MIT/WHOI Joint program allow us to
submit as an IHE?</font></p>
