<p><font size="+1">Just want everyone to know - the inst that
submitted prematurely, then did a proposal file update to try to
correct a piece of their proposal.</font></p>
<p><font size="+1">They have become un-linked now, and I called the
research.gov help desk - after describing the problem, the 1st
question the rep asked was "did they do a proposal file update"?</font></p>
<p><font size="+1">So, I would say no collaborator should do a PFU
until all collaborators have submitted.</font></p>
<p><font size="+1">We have a mess and are working with the helpdesk
to hopefully fix.</font></p>

institutions submit, and then have the one institution make
