We are just finding out that NSF has added a new layer of
preventions/warning messages that appear when you submit a
proposal. Primarily, you will most likely encounter this as a
collaborator - OR - <i>your collaborator</i> may encounter it.
The key item (I think) is that one cannot <b>submit</b> a
proposal until a Mentoring Plan and a Data Management Plan have
been submitted. It says that other items will cause the proposal
to be returned without review, but that is ok because the lead
will put those items in before submitting their proposal (and you
can still submit a linked collaborative prop).<br>

I am attaching an error message that I received yesterday, when I,
as a subcontractor, was prevented from submitting a linked
proposal. I couldn't submit until the lead had put something in
the Mentoring Plan area. <br>
<br>
We should meet after the crunch. I've set up a Doodle Poll to
find the best day. I chose Mon, Wed, or Thur of the week
following the crunch.<br>
