The "Federal Gov't" designed Grants.gov as the Single way for all
people/groups to apply for Federal funding from ALL agencies. NSF is
required to move to Grants.gov over some schedule. They have been
dragging their feet but they must show whomever it is that they are
increasing the % of total proposals that are received via Grants.gov.
I believe they have milestones that they must meet. Originally they
were switching to Grants.gov one Program at a time. But I think they
are running out of time. <br>

So far Grants.gov cannot accept Collaborative proposals. It is
entirely possible that NSF has reached the point where everything else
has to go Grants.gov. <span class="moz-smiley-s7"><span> :-\ </span></span>
Or perhaps the phased in schedule has just finally reached OCE - or
whomever it was that told you to use Grants.gov.<br>

NSF has provided very excellent User Instructions for Grants.gov. We
looked at them a few years ago...<br>

You can access the User Guide from there. It also includes the
schedule of programs that must use Grants.gov ... there is only one
listed. However, if your Program Manager says do it Grants.gov then
you better do it.<br>
